Ashby’s book was my own first introduction to cybernetics and I recently returned to his discussion of regulation games in connection with some issues in Peirce’s theory of inquiry.
In that context it appears that the formula would have to be saying that the Regulator’s good moves are a subset given by applying the portion of the game matrix with goal values in its body to the Disturber’s input.
